Well Forms & Applications
Please note that, due to requirements of state law, the applicant’s signature for most of these forms must be notarized before sending the original to the District office. Also, for the convenience of our citizens, all District employees are Notary Publics and can assist you with this need, as well as completing applications.
General Forms & Applications
Drillers Completion Form- Submitted with the completion report made by a driller once a well is installed and a pump is set.
- Form required if planning to drill a well less than 50 feet to a neighboring property line, which requires a neighbor’s consent and notarization.
- Form to complete if a landowner seeks to drill a new well on property with leased groundwater rights.
- Form used to transfer well ownership and associated permits or registrations.
Exempt Wells (Household or Livestock)
Household or domestic wells are required to be registered with the District but are exempt from permits if used exclusively for household/domestic or livestock purposes and are equipped so that they cannot produce more than 25,000 gallons of groundwater per day or 17.36 gallons per minute, as defined by the Texas Water Code, Chapter 36.117.
Exempt Well Registration Form- For recording an existing household or domestic well with the District.
- For those intending to drill a new household or livestock well.
Non-Exempt Wells
Wells capable of pumping 25,000 gallons per day, or over 17.36 gallons per minute, are classified as non-exempt. These wells require permits and must adhere to the District’s production fee schedule.
Application to Drill and Operate a Non-Exempt Well- This applies to drilling wells not qualifying for exemption due to their production capacity or usage.
- Application to request transport of groundwater out of the District boundaries.
Oil & Gas Applications
Application for Emergency Permit to Drill a Well- Use this application to apply to drill a well that is not exempt from permitting and which will require a hearing, but must be put into production prior to a hearing being scheduled due to extenuating circumstances. Extenuating circumstances may include, but are not limited to, emergencies or public health.
- Use this application to apply to drill and operate a water well that may only produce a smaller amount of water, but is not used for exempt purposes according to Texas Water Code, Chapter 36.117. Please see the definition of a Limited Production Well in the District Rules and the restrictions listed under District Rule 5.2.
- To transfer well ownership and associated permits or registrations.
