About the District
The Post Oak Savannah Groundwater Conservation District (POSGCD) was established by the 77th Texas Legislature (HB 1784) to manage and protect groundwater resources in Burleson and Milam Counties. The District is governed by Chapter 36 of the Texas Water Code (TWC), which authorizes it to issue permits and set regulations for groundwater production, supporting conservation, and ensuring long-term water availability for all users.
The District operates under a locally appointed ten-member Board of Directors, with five members appointed from each county. Directors serve four-year terms, while officer positions are elected by the Board each year. Operations are funded through the collection of production and transport fees from municipal and commercial groundwater pumpers - the District has no authority to tax.
In addition to its regulatory role, the District provides education and outreach programs, technical resources, and financial assistance opportunities to support landowners, communities, and water users. These efforts are intended to reduce water waste, promote conservation, and help maintain reliable groundwater supplies.
Mission Statement
The Post Oak Savannah Groundwater Conservation District's mission is to adopt and enforce Rules consistent with State law and based on best available science, which provide for the conservation, preservation, protection, recharging, and prevention of waste of groundwater, while supporting the ownership of groundwater and the owner’s right to assign or produce that property.
